Scott Cleland - Founder and CEO of Precursor
A proven innovator and thought leader in investment analysis and internet change research, Scott Cleland holds a master of arts in public affairs from the University of Texas at Austin. Early in his career, Scott Cleland served consecutive posts as a senior policy advisor and deputy assistant secretary for communications and information policy with the US Department of State in Washington, DC.
In the late 1990s, Mr. Cleland transitioned to the private sector, where he established himself as an independent research broker-dealer specializing in communications. In 2006, he established the consultancy Precursor in Reston, Virginia. The consultancy researches, analyzes, and tracks large-scale internet and artificial intelligence (AI) changes.
Applying his expertise as a thought leader, Mr. Cleland advocates for appropriate strategies based on macro-internet and macro-AI change research. While serving as chief executive officer of Precursor, he provided important early information about the prototype of GenAI in 2014. He completed important work involving the US Department of Justice in 2017 and 2018.
